Why is there a floor?
Land is a state matter in Malaysia. To stop foreign money pushing up the price of homes locals can afford, each state sets a minimum purchase price for foreigners. With heavy demand from Singapore, Johor sits in the higher band.
Common questions about the RM1 million floor
| Situation | Usual treatment |
|---|---|
| Developer rebate or discount takes the price below RM1m | The actual SPA price counts; below the floor may not be approved — check with your lawyer first |
| Subsale (secondary market) | The floor still applies, and consent is still needed |
| Two foreigners buying jointly | The property price counts, not each person's share |
| Foreigner buying jointly with a Malaysian | Usually still treated as a foreign purchase needing consent; case by case |
| Foreign company | Consent needed; conditions may be stricter |
Medini: the reported exception
Medini is a special development zone in Iskandar Puteri (near Legoland and EduCity). Several 2026 market sources say foreigners buying new strata units directly from developers in Medini are exempt from the RM1 million floor. However:
- the sources are mostly industry websites, not state gazettes;
- the exception generally applies only within Medini and to specific unit types — not to JB city centre or Bukit Chagar;
- whether it still applies on resale must be checked case by case.
Forest City
Forest City, at the south-western tip of Johor, is a Special Financial Zone (SFZ) with its own SEZ MM2H track. Sources disagree on its foreigner floor (some say RM1 million, others mention lower special arrangements). If you're considering Forest City, read the Forest City area page and have a lawyer verify.
What does RM1 million buy in JB?
- Condos / serviced apartments: larger or higher-floor units in JB city, Bukit Chagar, Danga Bay or Puteri Harbour.
- Gated strata landed homes: some double-storey terraces or semi-Ds around Iskandar Puteri, Mount Austin or Tebrau (if the project is open to foreigners).
Below RM1 million, foreigners in Johor can generally only look at the exception zones. Malaysian citizens have no such limit.
